can a homeland security camera that plugs into a monitor or vcr be connected to a computer?
is there a cable that will change the plugs say from rca cables to usb cable so i can connect my security cameras to my computer

No, but there are many cards that you can plug into a computer to view/record multiple cameras.
This one (link below) has different connectors, but the idea is the same…
