A fourth man who participated in plot to bomb New York City area synagogues and bring down U.S. military  aircraft with Stinger surface-to-air missiles in 2009 was sentenced to 25 years for his actions.
Laguerre Payen, a 29-year-old Haitian, was convicted, along with three others on conspiracy charges, brought after an FBI sting operation. Payen’s attorney had requested his client be sentenced separately because of possible mental health issues.
