Every time I log onto my computer, the Windows Security Center pops up saying my firewall is turned off?

I have Windows Vista and every time I log onto my computer the Windows Security Center pops up saying my firewall is turned off and I have to manually turn it on every single time. Also, the Windows Defender does the same thing and when I try to manually turn it back it, it somehow goes off again within a short period of time or it just doesn’t turn on at all. Can anyone help me out please?

    Download, update, run Malwarebytes and SuperAntispyware. Clean up using Ccleaner and the reg-cleaner in ccleaner…

    and here is the user name and serial number so you dont got to pay for it

    and also turn live update off or you will loose the serial number

    download it and put the serial in
