Cabinet Office tight-lipped on number of government cyberattacks and malware infections


A minister has declined to provide any data on the number of cyberattacks targeted at government or malware infections suffered by departments during the past year.

In recent parliamentary questions, Labour peer Lord Steve Bassam asked the Cabinet Office to provide information on “how many individual devices issued by government departments have been identified as containing malware”, as well as data on “how many successful, and unsuccessful, cyberattacks have been identified in each government department”. In each case, Bassam requested figures covering the prior 12 months.

In response, Baroness Lucy Neville-Rolfe – a minister of state at the Cabinet Office – declined to provide any numbers, indicating in each case that this is reflective of a policy that “the government does not comment on issues concerning national security”.

She added that the Government Security Strategy, published last year, will help public bodies ensure their resilience against both attempted and successful attacks.

“A key objective of the strategy covers how the government will minimise the impact of cybersecurity incidents,” she said. “Departments will need to prepare for incidents, be able to respond and contain when they inevitably do happen and learn the lessons from them after the event.”

The minister added: “The strategy outlines how departments must be able to minimise the impact when malware is found.”

Despite Neville-Rolfe’s comments, government bodies do provide some data on security incidents, with departments’ yearly accounts providing annual comparative information on the volume, nature, and impact of data breaches during the prior 12 months.

Ministers have also previously answered questions about topics such as the volume of government-owned devices lost or stolen each year.

Leo Varadkar banning mobile phones in Cabinet meetings due to ‘security risk’


New Taoiseach Leo Varadkar is banning ministers from bringing mobile phones into Cabinet meetings. Security risks from electronic spying are being cited for the new regulations.

ut the unprecedented move also follows controversies over leaking from Government. Mr Varadkar was investigated for providing a confidential document to a friend. And Higher Education Minister Simon Harris was accused on the Dáil record of leaking confidential information direct from the Cabinet table. 

Leaking from Cabinet is in breach of the Constitution. Ministers have now been instructed to leave their phones, tablets and devices in pigeon holes outside the room.

A Government source said it was the norm across European governments to not bring electronic devices into the room due to the risk of bugging by foreign powers. Mobile electronic devices can be hacked into to listen to confidential discussions.

The Union Cabinet chaired by Prime Minister Narendra Modi has approved a Universal Service Obligation Fund (USOF) project for upgrading 2G mobile services to 4G at security sites in Left-Wing Extremism (LWE) hit areas.

The project envisages upgrading 2,343 LWE Phase-I sites from 2G to 4G mobile services at an estimated cost of Rs.1,884.59 crore (excluding taxes and levies). This includes O&M for five years. However, BSNL will maintain the sites for another five years at its own cost.

The work will be awarded to BSNL because these sites belong to BSNL. The Cabinet also approved funding of operations and maintenance cost of LWE Phase-I 2G sites by BSNL for an extended period beyond the contractual period of five years at an estimated cost of Rs 541.80 crore.

The extension will be up to 12 months from the date of approval by the Cabinet or commissioning of 4G sites, whichever is earlier. The government chose BSNL for a prestigious project to indigenous 4G telecom equipment so as to achieve self-reliance in the telecom gear segment to fulfil domestic market needs apart from exporting to other markets. This 4G equipment will be deployed in this project also. The upgradation will enable better internet and data services in these LSW areas.

It meets the requirements of the Ministry of Home Affairs and the state governments.It shall also fulfil the communication needs of the security personnel deployed in these areas. The proposal is in line with the goal of providing mobile connectivity in rural areas. In addition, delivery of various e-governance services, banking services, tele-medicine; tele-education etc. through mobile broadband shall be possible in these areas.
