Govt To Set Up Centre Of Excellence For Cyber Security In Capital City | Bhubaneswar News

Bhubaneswar: The state government has decided to set up a centre of excellence (COE) for cyber security to help police personnel effectively deal with the challenges posed by cyber crooks. The state-owned Odisha Computer Application Centre (OCAC) is planning to set up the centre of excellence in Bhubaneswar to cater to the needs of the state police.
The proposed COE will have cyber intelligence, investigation and forensic units along with tools, technology, process, and trained manpower to combat the cyber criminals. One of the key aspects of this project is to have an effective cyber security workforce to help the police personnel in investigating cyber crimes.
“We have already floated an expression of interest and have received offers from some private IT companies. Their offers are being evaluated,” OCAC’s joint general manager (technical) Saroj Kumar Tripathy said.
The broader objective of the proposed centre of excellence is to strengthen the future cybersecurity environment by expanding cyber education, coordinating and redirecting research and development efforts across the government departments. The COE will conduct planning, designing, and analysing cyber security capacity building programme for the government of Odisha.
The COE will have a centralised analytics platform to capture data from various sources and analyse them to provide actionable intelligence to the law enforcement agencies. Data obtained from various sources can be utilised to determine the relationships that exist in the data through various analytical engines, finding a solution for crime detection.
The centralised analytics platform can help cops identify illegal activities being carried out in deep and dark web such as drugs, human trafficking, credit card frauds and fake passports. The platform can also identify rumours and fake or provocative materials circulated on social media.
The state, which reported 1,931 cybercrime cases in 2020, saw a marginal increase in 2021 with the police registering 2,037 cases, clocking nearly 5.5% rise.
In bulk of the cases, cyber crooks took away money from the victims by offering them high returns through different schemes, on purchases of pharmaceutical…

BSidesZG 2023: Strengthening the infosec community in Croatia’s capital

In March 2023, Zagreb will be added to the (already long) list of cities where information security professionals and enthusiasts can share their knowledge with peers at a Security BSides conference. We’ve talked with BSidesZG organizer Ante Jurjevic to find out what’s in store for those who attend.

BSidesZG 2023

Why did you start BSidesZG? What is your vision for the first edition of this community event?

Personally, I have a strong urge to share knowledge and provide a platform for others to share my enthusiasm for cybersecurity.

For those unfamiliar with BSides, it is a community-driven framework for building events for and by information security community members. It creates opportunities for individuals to present and participate in an intimate atmosphere that encourages collaboration. On top of that, BSidesZagreb is nonprofit and free to attend.

The primary goal of the event is to present high-quality content. Even now, close to the CFP deadline, we already have excellent submissions with high prospects. We hope to get to know the community and see what they would like to hear and experience at such events so that this could be the first of many BSides in Zagreb.

Tell us more about this first edition – where is it taking place? What can attendees expect? How can they get tickets?

SRCE has been a historical place for IT in Croatia for over half a century. We had our first programming courses in 1972 for FORTRAN, COBOL, BASIC and Pascal, the first IT conference about UNIVAC 1110 and we established a lot of new technologies like the first Internet connection in Croatia in 1992. It was a logical choice to organize the first Zagreb BSides at a venue with such rich history.

Attendees can expect a cozy and relaxed atmosphere with lots talks and opportunities to engage in conversation with lecturers and other attendees.
Submissions for attendees are open. Attendees will be randomly picked from the pool of applicants and a confirmation e-mail will follow. Good luck!

Your call for papers is ending soon. What type of content has been submitted? What are you still hoping to get?

The call for papers ends on the 3rd of February and we already have a lot of exciting topics. A new hot…

North Korean hacking outfit impersonating venture capital firms

A financially-motivated hacking group tied to North Korea has been impersonating venture capital firms in Japan, the United States and other countries in an effort to spearphish startup employees and related businesses, according to new research.

In a report released Tuesday, security researchers at Kaspersky said the group – tracked as “BlueNoroff” by Kaspersky and “HiddenCobra” by others – registered at least 70 web domains over the last year mimicking the websites of real venture capital firms in Japan and other financial institutions. The sites function as phishing lures to deliver malware and Kaspersky believes that start up employees are among the targeted victims, as several decoy documents were crafted to look like job offers.

“The actor usually used fake domains such as cloud hosting services for hosting malicious documents or payloads. They also created fake domains disguised as legitimate companies in the financial industry and investment companies,” wrote Seongsu Park, lead security researcher at Kaspersky.

The group appears primarily interested in Japanese businesses, targeting local venture capital firms like Beyond Next Ventures, Z Venture Capital and ABF Capital. They also impersonated a Taiwanese venture capital fund as well as financial institutions like Bank of America, the Sumitomo Mitsui Banking Corporation and the Mitsubishi UFJ Financial Group.

Kaspersky places BlueNoroff as part of Lazarus Group – an umbrella term security researchers use to describe a loose network of financial and espionage-focused hacking teams who generally work on behalf of the North Korean government. The group has more lately been focused on hacking crypocurrency startups with similar impersonation tactics but is also perhaps best-known for making off with more than $80 in 2016 after breaking into SWIFT transfer payments used by the Bank of Bangladesh.

Kaspersky also identified a number of new malware delivery techniques employed by the group. In September, telemetry collected by the cybersecurity firm turned up evidence that the group was experimenting with a variety of new file types…
