The cities of Pleasant Hill and Oakley both experienced cyber security incidents on Thursday.

Officials from the city of Pleasant Hill said Friday that their IT professionals detected a cyber intrusion that targeted the city’s computer servers Thursday afternoon and responded quickly to isolate the threat, but they don’t yet know the extent of the intrusion. The Pleasant Hill Police Department is investigating the incident.

The city of Oakley was also hit Thursday afternoon. In response to a ransomware attack, the Oakley city manager declared a local state of emergency.

Web Threats in India: Hacking Incidents and Cyberattacks in 2023 |


With hacking incidents registering an increase in 2023, nearly two in five (33%) web users in India faced a form of Internet-born cyberattack in 2023, a new report said, highlighting two prominent ways that hackers users to target Indians online.
According to the global cybersecurity company Kaspersky, a total of 62,574,546 Internet-borne cyber threats were detected and blocked in the country.
“With the world moving towards AI and other next-gen technologies, we expect the fraud and scamming scenarios to get more intricate and challenging to detect. Thus, we urge Indian users to install security solutions on their devices to protect themselves from these web attacks,” said Jaydeep Singh, General Manager for South Asia at Kaspersky.
Two ways used by hackers to target Indians
The report by Kaspersky highlighted two most prominent ways that cyber criminals used to undertake cyberattacks. These are: exploiting bugs in browsers and social engineering methods.
Vulnerabilities in browsers: Cybercriminals often exploit the vulnerabilities in browsers and their plugins to attack users’ systems. Users are typically attacked when they visit an infected website and the attack happens without the user’s awareness or action, and may result in the download of harmful malware.
Social engineering: Another popular web threat in India is ‘social engineering’ wherein the users are manipulated by the cybercriminals to download a malicious file and then they take control of the system.
Cybercriminals often trick their victims into thinking they are downloading a legitimate application or programme, and then once the user downloads the programme, they control the victim’s device and use it for malicious purposes.
“Since many threat actors nowadays conceal malicious code to bypass static analysis and emulation, advanced technologies such as proactive Machine Language-based methods and behaviour analysis are used to fight this type of threat,” Singh added.

Ransomware activity for 2023 had surpassed the total number recorded in 2022 by 68%, according to a report by Corvus Insurance (Corvus), a cyber underwriter.

Corvus’ Q4 2023 Ransomware Report found that ransomware attacks occurred at a record-setting pace during 2023. It revealed that for the first three quarters of the year, ransomware attacks had been increasing, only slightly declining by the last quarter.

The tempo of cyberattacks against Ukrainian critical infrastructure has intensified this year – the second year in which Kyiv is fending off a Russian war of conquest.

In the first 10 month of this year, Ukraine’s national computer emergency response team, CERT-UA, logged 2,054 cyber incidents, compared to 2,194 for the entirety of 2022, said Viktor Zhora, deputy chairman of Ukraine’s State Service of Special Communications and Information Protection. Three-quarters of the incidents involved civilian infrastructure, Zhora told a cybersecurity conference in Dublin on Thursday.


Hackers’ top goals are to steal information on the disposition of forces, infiltrate organizations that provide critical infrastructure services and steal people’s personal information from organizations across a number of sectors, including insurance and healthcare, said Zhora, who addressed the IRISSCON conference, held by IRISSCERT – short for the Irish Reporting and Information Security Service – via video link.
