Path to peace ‘forged by dialogue and cooperation’ Guterres tells Security Council 

Recommit to “dialogue, diplomacy and mutual trust”, Secretary-General António Guterres urged ambassadors in the UN Security Council on Monday, describing them as “the eternal tools of peace”. 

“The path to peace is forged by dialogue and cooperation,” and shaped by “a common understanding of the threats and challenges,” he said. 

On the ground in Ukraine 

Having just returned from Ukraine, Türkiye and Moldova, the UN chief recounted how he witnessed first-hand, the success so far of the Black Sea Initiative organized to ship grain and other vital food supplies for the rest of the world from Ukrainian ports, and noted another agreement for the unimpeded access of food and fertilizers from Russia, to global markets.  

“This comprehensive plan is crucial for the world’s most vulnerable people and countries, who are desperately counting on these food supplies,” he said, adding that “it is a concrete example of how dialogue and cooperation can deliver hope, even in the midst of conflict”. 

The top UN official called for “the same commitment to dialogue and results” at the Zaporizhzhia Nuclear Power Plant, currently under Russian military control, reaffirming the UN’s logistics and security capacities to support a mission by the International Atomic Energy Agency (IAEA) from Kyiv to Europe’s largest nuclear power facility. 

Divides, conflicts, instability 

From military coups to inter-State conflicts, invasions, and “wars that stretch on” for years, today’s collective security system is being “tested like never before,” Mr. Guterres spelled out. 

He drew attention to lingering differences between the world’s great powers, including at the Council, which continue to limit a collective response; humanitarian assistance that is stretched to the breaking point; human rights under assault; and a lack of trust.

Chautauqua Institution increases security, may add peace officers following Salman Rushdie attack


The outside world is continuing to intrude into the vernal and intellectual world of the Chautauqua Institution, most visibly in the assassination attempt last week on world-famous writer Salman Rushdie.

The New Jersey resident accused of the attack, Hadi Matar, pleaded not guilty Thursday to a felony indictment charging him with the assault on Rushdie. He’s locked up awaiting further court action.

After the attack, the Institution tightened security, from requiring photo ID at the gates to barring bags in most venues on the grounds.

The Institution has security officers on the grounds and has long been working in Albany to get peace officer status for those officers, particularly when past practice went away of them being deputized by the Chautauqua County Sheriff’s Department.

“Complexity of it, the schedule of it, does require that additional support, and that’s why we’re pursuing it,” said Chautauqua Institution Senior Vice President and Chief Brand Officer Emily Morris.

Both State Sen. George Borrello and Assemblyman Andy Goodell are pushing legislation, even asking Gov. Kathy Hochul to call a special session of the New York State Legislature to get the bill passed.

The governor has said she would sign the legislation if it gets to her desk, according to Morris.

Peace officers would have the power to make arrests or issue appearance tickets, access law enforcement computer networks and use physical or deadly force, if necessary.

“For Chautauqua Institution as a complex organization to ensure that there is a police officer support for this operation that works in tandem with the regional and State Police agencies, the peace officer status would enhance that capability for us in ways that we think are very important,” Morris said.

Morris estimates 100,000 people visit the grounds in the course of the season, with its theaters, religious sites, homes, hotels and restaurants.

Is world peace possible?

The eternal peace of the World in the 21st Century could be possible due to fading war-mongering ideologies and the introduction of Cyber-Warfare technology which had changed the paradigm of military wars and now the world is more conscious to wage a war.

Concept of violence, wars, and crimes are not inherited in human nature but are executed due to other goals.

Domination, Sadism, and Ideology in history played a role to perpetuate wars and violence in the world.

World peace is possible if humans understand the moral sense and reason over sadism and ideology.

Philosopher Peter Singer in his book “The Expanding Circle” argues that a sense of empathy and an ability to rationalize the dependence on one’s own life through others have extended in the last centuries which caused the decline in violence and wars.

The rising value of human life and circle of empathetic instincts can control the impetus of war in the 21st Century.

The computational theory of mind in the arena of neurological evolution also asserts that the perception of human beings about war and violence has shifted in the last 200 years which is a clear manifestation that war is not more a profitable agency for humans to rationalize their interests.

The reasons for war have changed from rivalry to competition.The neoliberal economy has created a sense of competition and cooperation to advance the global society in the era of Globalization.

The connected ambitions and interdependence establish the reasons to ensure peace and abolish the grounds for envy.

Russia has invaded Ukraine with hegemonic motives. USA and EU refused to send their troops directly into the Ukrainian favor which is obvious that the inevitability of War among Great Powers or War among multiple states has reduced.

Now the war is equal to organized crime. The traditional concept of War has declined and the eventual process of peace for global progress is paved in the 21st Century.

The irenic forces like enlightened progressive values of liberty and life are more revered than the conflicts and clashes.
