Marcos vows to improve online connectivity, cyber security

DAVOS – President Marcos, cognizant of low internet speed and access in the Philippines, vowed to undertake measures to improve online connectivity and step up cyber security.

During an open forum at the World Economic Forum (WEF) on Tuesday in this Swiss city, Marcos admitted that the government has to do better in connecting Filipinos and advancing the digital economy.

“The connectivity in the Philippines is still pretty low. And it’s unfortunate because in some of the studies we’ve made, the general consumer, if you want to call them that, talks to every facet of their lives through the internet, except for (the) government,” Marcos said.

To address the issue, local governments have stepped in to ensure that internet connectivity infrastructure are in place to reach Filipinos in the regions, he added.

“Local governments and some agencies within the national government would really take on the initiative and start their own systems so as to be able to communicate… So this has now got to be consolidated and put together,” the President said.

During the telco summit last December, Marcos said the Philippines’ connectivity rate has to improve since it is “still pretty low” at below 70 percent.

“That’s not good enough, especially for an archipelagic country such as ours where connectivity is exceedingly important because we have many isolated communities who need some form of contact, some form of communication with the rest of the country, with the rest of the world,” he said at the time.

In its National Broadband Plan published in 2017, the Department of Information and Communications Technology (DICT) said the Philippines lagged behind its neighbors on the affordability, availability and speed of internet access.

Citing the Global Information Technology Report 2016 of the WEF, the DICT said the Philippines fell behind in terms of affordability of information and communication services among the ASEAN-5 countries, which also consists of Indonesia, Malaysia, Singapore and Thailand.

As UK Charged Daniel Kaye For Cyber-Attack On LoneStar Network, Justice Minister Vows To Get Involve


As the United States Department of Justice arraigned Daniel Kaye, this week, the same person who was approached and hired by Avy Zaidenberg of LISCR, an American citizen to implement the DDOS attack on Liberia, specifically Lonestar MTN, this move comes for his alleged connections to The Real Deal, a dark web market that sold hacking tools and stolen login credentials for U.S. government’s computers.

According to multiple information featured on international news wires noted that  victim management  of Daniel Kaye have begun contemplating plans to launch legal proceedings against Cellcom and Orange Liberia Inc., in relation to the cyber-attack carried out against the company in 2016.

However, our sources further disclosed that one of the culprits, Avy Shah is reportedly on the run amid the trial expected to commence the first week in December, 2022 in London, the United Kingdom

Kaye admitted being hired by a Cellcom operative to launch a cyber-attack on Lonestar in 2016, according to the BBC, Kaye along with Mr. Avishai Marziano, a former Cellcom Telecommunications Limited Chief Executive and Mr. Ran Polani were scheduled to face trial in an English Commercial court in 2019.

In a statement issued at the time, a copy of which was sent to this paper via email, Lonestar Cell MTN confirmed the proceedings against Kaye, saying that it has provided a business impact statement in criminal proceedings against the Briton.

The attack caused considerable damage to Lonestar’s business and disruption to our customers in Liberia. In those circumstances, Lonestar Cell MTN and MTN Group considered it was appropriate and indeed important to provide a business impact statement to explain the impact of the cyber-attack on Lonestar,” a source at the company in an exclusive interview said.

Kaye remains at the heart of a major international investigation into hundreds of acts of cyber sabotage around the world. The National Crime Agency says Kaye is perhaps the most significant cyber-criminal yet caught in the UK.

Ransomware gang vows retaliation for any attacks against Russia

RICHMOND, Va.—Criminal ransomware operators are posting messages on the dark web pledging to launch retaliatory cyberattacks if Russia is attacked.

The ransomware group Conti, which experts say has ties to Russia, said in a note on its dark web site Friday that it would “use all our possible resources to strike back at the critical infrastructures of an enemy.”

Ransomware gangs are mostly Russian-speaking and operate with near impunity out of Russia and allied countries.

In a follow up note, the Conti group stressed it was not an ally of any government and said: “we condemn the ongoing war.”

Major ransomware attacks in the last year, including against the biggest U.S. fuel pipeline, have underscored how gangs of extortionist hackers can disrupt the economy and put lives and livelihoods at risk. The U.S. government has been warning critical infrastructure entities to prepare for possible attacks and to make sure their defenses are up to date.

Non-state hackers have promised to be active in both sides of the Russia-Ukraine conflict. The online collective Anonymous recently pledged to conduct cyberattacks to support Ukraine.
