Joint Statement on the Strategic Third Neighbor Partnership between the United States of America and Mongolia

August 2, 2023

Vice President Kamala Harris welcomed Prime Minister Oyun-Erdene Luvsannamsrai to Washington, D.C., on August 2nd to celebrate the strategic Third Neighbor partnership between the United States and Mongolia. The two sides acknowledged the advancement of U.S.-Mongolia relations since the 2019 declaration of the two countries’ Strategic Partnership, which has provided a firm foundation to promote and strengthen bilateral relations. Ties between our two countries are at their strongest point yet and have developed on the basis of shared principles, respect for good governance, sovereignty, the rule of law, and human rights, as well as Mongolia’s Third Neighbor policy.

The United States applauded Mongolia’s efforts to expand relations in the region and around the world, thus contributing to international stability. In this context, our two countries shared respective views on ensuring a prosperous, peaceful, and inclusive Indo-Pacific region. Together, the United States and Mongolia are expanding our strategic partnership with a focus on building economic resilience, promoting democratic principles and institutions, and strengthening our security cooperation. As strategic Third Neighbors, we will sustain our close partnership and forge ties between our citizens to ensure their continued prosperity and security.

Deepening Economic Cooperation

The United States and Mongolia are partnering on joint responses to the 21st century’s most difficult economic challenges, exploring opportunities to increase trade and investment through bilateral cooperation and regional trade mechanisms. Our countries share a desire to deepen the bilateral economic relationship in areas of mutual interest and to pursue opportunities for cooperation in the mineral resources sector, clean energy, food security, and the digital economy through existing and new mechanisms, including for capacity building and trade promotion.

Mongolia introduced the priorities of Mongolia’s New Recovery policy and related project implementation through public-private partnerships and Mongolia’s Vision-2050 long-term development policy. Both Governments…

Europe, North America Most Impacted by 3CX Supply Chain Hack

Organizations in Europe, North America and Australia seem to account for the highest percentage of victims of the supply chain hack that hit business communication company 3CX.

According to data collected by Fortinet, based on the number of devices connecting to attacker-controlled infrastructure, the highest percentage of victims is in Italy, followed by Germany, Austria, the United States, South Africa, Australia, Switzerland, the Netherlands, Canada and the United Kingdom.

Looking at regional data, Europe is at the top of the chart with 60%, followed by North America with 16%.

“This may indicate that the threat actor is mainly targeting enterprises in those regions – however, this is uncertain. This could be indicative of 3CX product’s geographic customer base – including the possibility of various multinational corporations operating inside those regions,” Fortinet noted.

BlackBerry’s security researchers have also seen many apparent victims in Australia, the United States and the United Kingdom, across the healthcare, pharmaceutical, IT, and financial sectors.

3CX’s VoIP software is used by more than 600,000 companies worldwide, including major consumer brands, airlines, carmakers and hotels.

Security firm Huntress noted last week that there are more than 240,000 3CX phone system management consoles that are accessible from the internet, and the company saw over 2,700 instances of compromised binaries on customer systems.

It was previously reported that the attackers likely had access to 3CX systems for months before the breach was detected. Based on BlackBerry’s own analysis, “the initial phase of this operation took place somewhere between the end of summer and the beginning of fall 2022.”

It’s still unclear how the attackers gained access to 3CX systems, and whether they exploited any known or unknown vulnerability for initial access, but the new identifier CVE-2023-29059 has been assigned to the 3CXDesktopApp compromise.

Bleeping Computer also reported that the attackers appear to have exploited CVE-2013-3900, a file signature-related vulnerability for which…

Aussie superstar ready to launch in North America

Former Aussie superstar Lochinvar Art (Modern Art) is ready to launch his US harness racing career.

Lochinvar Art

That’s the report from trainer Shane Tritton after the former Victoria and Hunter Cup winner sparkled in a qualifying trial at the famed Meadowlands track this morning (Jan 22 Aussie time) .

Lochinvar Art cruised away from his rivals to win by about three lengths in a 1min52.1sec mile.

“He was sensational,” Tritton said.

“He did that in first gear today, which is exactly what we hoped for.

“The longer we can do that the better, but he’s ready for a race now.

“We’ve some thinking to do … whether we race him this week or wait a fortnight.

“His first run or two will likely be at The Meadowlands. He won’t trial again, he’s off the races now.

“We’re really happy with him and hopefully it’s the start of an exciting time.”

Lochinvar Art was sent to the US by owner Kevin Gordon after having a small bleed in the lead-up to the Victoria Cup in early October, last year.

Gordon felt he needed to go to the US where Tritton and his wife, Lauren, could treat the superstar pacer with Lasix when he races.

“The timing of when he came was perfect because we haven’t had to rush him at all,” Tritton said.

“Even now, he won’t be fully wound-up when he goes to the races, we can build him as we go.

“There’s that series called the Borgata here in March (at Yonkers). That’s the first target and it will give us a guide as to where to take him when the bigger races start.

“We’re obviously hoping he measures up to the very best races and if he gets right back to his best he should, but there are so many options over here for a horse like him.”
