Joint Statement on the Strategic Third Neighbor Partnership between the United States of America and Mongolia

Vice President Kamala Harris welcomed Prime Minister Oyun-Erdene Luvsannamsrai to Washington, D.C., on August 2nd to celebrate the strategic Third Neighbor partnership between the United States and Mongolia. The two sides acknowledged the advancement of U.S.-Mongolia relations since the 2019 declaration of the two countries’ Strategic Partnership, which has provided a firm foundation to promote and strengthen bilateral relations. Ties between our two countries are at their strongest point yet and have developed on the basis of shared principles, respect for good governance, sovereignty, the rule of law, and human rights, as well as Mongolia’s Third Neighbor policy. 

The United States applauded Mongolia’s efforts to expand relations in the region and around the world, thus contributing to international stability. In this context, our two countries shared respective views on ensuring a prosperous, peaceful, and inclusive Indo-Pacific region. Together, the United States and Mongolia are expanding our strategic partnership with a focus on building economic resilience, promoting democratic principles and institutions, and strengthening our security cooperation. As strategic Third Neighbors, we will sustain our close partnership and forge ties between our citizens to ensure their continued prosperity and security. 

Deepening Economic Cooperation

The United States and Mongolia are partnering on joint responses to the 21st century’s most difficult economic challenges, exploring opportunities to increase trade and investment through bilateral cooperation and regional trade mechanisms. CISA Releases Joint Advisory on Truebot Malware


The Cybersecurity and Infrastructure Security Agency (CISA), the Federal Bureau of Investigation (FBI), the Multi-State Information Sharing and Analysis Center (MS-ISAC), and the Canadian Centre for Cyber Security (CCCS) have issued a joint advisory in response to a surge in cyber threats from Truebot malware variants. These threats are particularly targeted toward organizations in the United States and Canada. 

What is Truebot malware?

Truebot is a type of malicious software often used by cybercriminal groups like the CL0P Ransomware Gang to collect and steal sensitive information from their targets. New versions of this software are now being delivered through a vulnerability in the Netwrix Auditor application (CVE-2022-31199), along with the conventional method of phishing emails. This allows the attackers to distribute the malware more effectively within a compromised system.

How should I protect myself from Truebot malware?

Truebot is becoming a popular tool for ransomware groups, especially CL0P Ransomware. Organizations should review and implement the following recommendations: 

  1. Patch Netwrix Auditor: Upgrade Netwrix Auditor to version 10.5 or higher to mitigate the remote code execution vulnerability the threat actors exploit.
  2. Enhance Email Security: Strengthen your email security protocols to guard against phishing emails. This can include measures such as spam filters, warning messages for external emails and user education on spotting suspicious emails.
  3. Monitor for Indicators of Compromise (IOCs): Keep an eye out for the signs of Truebot malware, as detailed in the advisory. This can include unusual network traffic, unrecognized files or software, and unauthorized access to sensitive information.
  4. Respond and Report: If IOCs are detected, immediately follow the incident response measures provided in the advisory. Also, report the intrusion to CISA or the FBI to help them track and combat this threat.

Our partnership reflects more than one hundred years of trust, respect, friendship and shared sacrifice. Our relationship is founded on a shared commitment to supporting an open, stable and prosperous Indo-Pacific, and a peaceful, inclusive and rules-based international order based on respect for international law and the sovereignty and territorial integrity of states. It is anchored in shared values of democracy, the rule of law, and the protection and promotion of human rights.

Today we renew these bonds as we enhance the Alliance to respond to evolving challenges.

Addressing Climate and Biodiversity Action, and Clean Energy Transition

Today we have signed a statement of intent to advance our climate cooperation through the Australia-United States Climate, Critical Minerals, and Clean Energy Transformation Compact. We are taking urgent action to elevate global climate ambition, accelerate the global clean energy transition, and support mitigation, adaptation and resilience efforts in the Indo-Pacific and beyond. The Compact affirms the position of climate and clean energy as the third pillar of the Alliance, alongside our defence and economic cooperation.

Under the Compact, Australia and the United States intend for our private sectors, resources, and industrial strength to drive innovation and accelerate the establishment of a responsible, secure, and inclusive global clean energy economy. We intend to coordinate to spur the diversification and expansion of clean energy supply chains, address the growing energy demands of the Indo-Pacific, and enhance the Indo-Pacific’s role as a primary driver of global prosperity. The newly-established Australia-U.S. Forum on Clean Energy Industrial Transformation and Taskforce on Critical Minerals will allow both our countries to deepen cooperation to deliver sustainable, resilient, and secure critical minerals and clean energy to the world and reduce emissions.

U.S.-EU Joint Statement of the Trade and Technology Council


I. Introduction

The U.S.-EU Trade and Technology Council (TTC) met outside Washington, D.C., on December 5, 2022.  The meeting was co-chaired by U.S. Secretary of State Antony Blinken, U.S. Secretary of Commerce Gina Raimondo, U.S. Trade Representative Katherine Tai, European Commission Executive Vice President Margrethe Vestager, and European Commission Executive Vice President Valdis Dombrovskis, joined by U.S. Deputy Under Secretary of Labor Thea Lee, Jamaica Minister for Information Communication Technology Floyd Green, and Kenya Cabinet Secretary for Information, Communication and the Digital Economy Eliud Owalo.  
 
The TTC is a key mechanism to support stronger transatlantic relations and to deliver concrete outcomes.  We reaffirm that international rules-based approaches to trade, technology, and innovation that are founded on solid democratic principles and values can improve the lives of our citizens and generate greater prosperity for people around the world.  Through the TTC’s ten working groups, we are supporting sustainable, inclusive economic growth and development, promoting a human-centric approach to the digital transformation, and ensuring that international norms and the international trade rulebook are respected and reflect our shared values. We will continue to work together to modernize and reform the World Trade Organization (WTO) as set out in the WTO MC12 Outcome Document.

Geostrategic challenges, including Russia’s full-scale invasion of Ukraine and increased assertiveness of autocratic regimes, have reinforced the importance of our shared democratic values, commitment to universal human rights, and leadership role in upholding an international rules-based order.  The United States and the European Union reiterate our strong condemnation of Russia’s illegal and unjustifiable war of aggression against Ukraine and reaffirm our unwavering commitment to stand firmly with Ukraine for as long as it takes to ensure Ukraine’s sovereignty, independence, and territorial integrity.  We condemn attacks by Russia on Ukraine’s infrastructure and will continue supporting Ukraine in securing, maintaining, and rebuilding this…
