U.S.-EU Joint Statement of the Trade and Technology Council

I. Introduction

The U.S.-EU Trade and Technology Council (TTC) met outside Washington, D.C., on December 5, 2022. The meeting was co-chaired by U.S. Secretary of State Antony Blinken, U.S. Secretary of Commerce Gina Raimondo, U.S. Trade Representative Katherine Tai, European Commission Executive Vice President Margrethe Vestager, and European Commission Executive Vice President Valdis Dombrovskis, joined by U.S. Deputy Under Secretary of Labor Thea Lee, Jamaica Minister for Information Communication Technology Floyd Green, and Kenya Cabinet Secretary for Information, Communication and the Digital Economy Eliud Owalo.

The TTC is a key mechanism to support stronger transatlantic relations and to deliver concrete outcomes. We reaffirm that international rules-based approaches to trade, technology, and innovation that are founded on solid democratic principles and values can improve the lives of our citizens and generate greater prosperity for people around the world. Through the TTC’s ten working groups, we are supporting sustainable, inclusive economic growth and development, promoting a human-centric approach to the digital transformation, and ensuring that international norms and the international trade rulebook are respected and reflect our shared values. We will continue to work together to modernize and reform the World Trade Organization (WTO) as set out in the WTO MC12 Outcome Document.

Geostrategic challenges, including Russia’s full-scale invasion of Ukraine and increased assertiveness of autocratic regimes, have reinforced the importance of our shared democratic values, commitment to universal human rights, and leadership role in upholding an international rules-based order. The United States and the European Union reiterate our strong condemnation of Russia’s illegal and unjustifiable war of aggression against Ukraine and reaffirm our unwavering commitment to stand firmly with Ukraine for as long as it takes to ensure Ukraine’s sovereignty, independence, and territorial integrity. Path to peace ‘forged by dialogue and cooperation’ Guterres tells Security Council

Recommit to “dialogue, diplomacy and mutual trust”, Secretary-General António Guterres urged ambassadors in the UN Security Council on Monday, describing them as “the eternal tools of peace”.

“The path to peace is forged by dialogue and cooperation,” and shaped by “a common understanding of the threats and challenges,” he said.

On the ground in Ukraine

Having just returned from Ukraine, Türkiye and Moldova, the UN chief recounted how he witnessed first-hand, the success so far of the Black Sea Initiative organized to ship grain and other vital food supplies for the rest of the world from Ukrainian ports, and noted another agreement for the unimpeded access of food and fertilizers from Russia, to global markets. 

“This comprehensive plan is crucial for the world’s most vulnerable people and countries, who are desperately counting on these food supplies,” he said, adding that “it is a concrete example of how dialogue and cooperation can deliver hope, even in the midst of conflict”.

The top UN official called for “the same commitment to dialogue and results” at the Zaporizhzhia Nuclear Power Plant, currently under Russian military control, reaffirming the UN’s logistics and security capacities to support a mission by the International Atomic Energy Agency (IAEA) from Kyiv to Europe’s largest nuclear power facility.

Divides, conflicts, instability

From military coups to inter-State conflicts, invasions, and “wars that stretch on” for years, today’s collective security system is being “tested like never before,” Mr. Guterres spelled out.

He drew attention to lingering differences between the world’s great powers, including at the Council, which continue to limit a collective response; humanitarian assistance that is stretched to the breaking point; human rights under assault; and a lack of trust.

The UN Security Council must reauthorize lifesaving UN cross-border response in one month’s time

New York, NY, June 9, 2022 — Today marks exactly one month until the UN Security Council must vote to renew a resolution that allows aid to be transferred across the northwestern border of Syria. Since 2014 this mechanism has been a lifeline to millions of people in Syria. Currently as many as 4.1 million people in the northwest of the country rely on it to meet their basic needs, such as access to food, shelter and healthcare.

Last year, the UN reached over 2.4 million people every month in the northwest through its cross-border response. A failure to renew will put access to food assistance for more than 1 million people at risk, as well as critical medical supplies and humanitarian assistance for many more. Due to the sheer scale of the UN’s cross-border response, NGOs, like IRC, simply will not be able to scale up and cover the gaps.

Tanya Evans, the IRC’s Country Director in Syria, said:

“Across the country, Syrians are facing the looming threat of hunger. In the northwest, the area most reliant on the UN’s cross-border support, already more than 70% of the population do not have access to sufficient food. The conflict in Ukraine has further compounded this desperate situation with supplies into the country heavily reliant on food imports.

The humanitarian case for cross-border assistance is more obvious today than ever before, and with no current viable alternative, the United Nations Security Council now has an important responsibility to ensure it continues for another 12 months from July 10th.”

In addition to devastating impacts on food security, should the resolution not be renewed, millions of Syrians risk losing access to vital health assistance. Supplies and funding from UN agencies enabled by the cross-border mechanism are a lifeline for thousands of Syrian health centers, providing over 4 million Syrians with essential vaccines, medicines and medical equipment.

The IRC calls on the UN Security Council to ensure aid reaches Syrians in a principled manner, wherever they are and based on needs alone, by reauthorizing the Cross-Border Resolution next month for at least another 12 months.
