For at least a decade, a shadowy hacker group has been targeting people throughout India, sometimes using its digital powers to plant fabricated evidence of criminal activity on their devices. That phony evidence has, in turn, often provided a pretext for the victims’ arrest.

A report published this week by cybersecurity firm Sentinel One reveals additional details about the group, illuminating the way in which its digital dirty tricks have been used to surveil and target “human rights activists, human rights defenders, academics, and lawyers” throughout India.

The group, which researchers have dubbed “ModifiedElephant,” is largely preoccupied with spying, but sometimes it intervenes to apparently frame its targets for crimes. Researchers write:

The objective of ModifiedElephant is long-term surveillance that at times concludes with the delivery of ‘evidence’—files that incriminate the target in specific crimes—prior to conveniently coordinated arrests.

The most prominent case involving Elephant centers around Maoist activist Rona Wilson and a group of his associates who, in 2018, were arrested by India security services and accused of plotting to overthrow the government. Evidence for the supposed plot—including a word document detailing plans to assassinate the nation’s prime minister, Narendra Modi—was found on the Wilson’s laptop. However, later forensic analysis of the device showed that the documents were actually fake and had been artificially planted using malware. According to Sentinel researchers, it was Elephant that put them there.

This case, which gained greater exposure after being covered by the Washington Post, was blown open after the aforementioned laptop was analyzed by a digital forensics firm, Boston-based Arsenal Consulting. Arsenal ultimately concluded that Wilson and all of his so-called co-conspirators, as well as many other activists, had been targeted with digital manipulation. Crimes against women up by 34% in Krishna district- The New Indian Express

VIJAYAWADA: Krishna district has witnessed a 34 per cent rise in crimes against women this year by recording 1,651 cases compared to 1,229 cases last year. The district observed an overall increase in crime rate by 18 per cent with 24,862 cases.

Presenting the annual district crime statistics before the media on Thursday here at Vijayawada, district SP Siddharth Kaushal said the district police have topped in the state for the outstanding work in cracking down the illicit trafficking as a part of the state government’s brainchild programme ‘Abolishment of Alcohol’. He added that they stood first in various initiatives such as Investigation Tracking System for Sexual Offences (ITSSO), Investigation Tracking System for SC/ST cases, E-office, Interoperable Criminal Justice System (ICJS) and Mobile Security Check Device (MSCD) among others. According to the crime statistics, while the district has recorded a total of 24,862 cases against 20,911 in the previous year, the district police have filed chargesheets for 27,396 cases pertaining to the present year and pending from the previous year. 

“At a rate of 75 chargesheets per day, the district police have created a record and disposed off the cases to courts for further process. Additionally, we successfully reduced the time taken to file a chargesheet from 68 days to 34 days in 2021. It became possible with the help of technology,” Siddhartha Kaushal said. 

He also appreciated the efforts of the officials for keeping the district first in the State in terms of conviction rate, average time to file chargesheet, days taken for investigation and lost property recovery. Kaushal attributed the increase in the number of crimes against women to the ‘free registration of FIRs’ and various outreach programmes initiated by the district police. The SP said a total of 2,974 persons were arrested in such cases and 1,503 chargesheets were filed.

Oklahoma lawmakers consider adding ransomware to list of cyber crimes

On a Monday morning in January 2019, an employee at The Village city hall discovered a network server locked down without a way in. 

A hacker found their way into the server and launched a ransomware attack the night before. They left contact information and a message: If you want your server back, pay up. 

“Obviously we didn’t call the number,” said The Village City Manager Bruce Stone. “I assume what would happen then if you call the number is they’d tell you how to get bitcoins or something to make a payment.” 

Stone’s hunch might have been right. A common theme among ransomware hackers is to lock down a system and only open it back up upon payment – often using the Bitcoin cryptocurrency because it’s harder to identify who’s behind transactions.
