MR PATEL: Good afternoon, everybody. And sorry that we are running just a smidge tardy.

As I promised, we have a special guest with us today. Today it is my pleasure to introduce Ambassador-at-Large for Cyberspace and Digital Policy Nate Fick, who started just a couple weeks ago and had his swearing-in ceremony earlier this week, on October 4th, just in time to kick off Cyber Security Awareness Month.

Last year and over the course of his tenure as Secretary of State, Secretary Blinken has laid out an ambitious modernization agenda to help the State Department lead in the policy areas that will define the coming decades. Cyberspace and digital policy are at the top of that list, and this is the arrival of our first-ever ambassador-at-large to lead our new Cyberspace and Digital Policy Bureau. And this is a key milestone in delivering on the Secretary’s agenda.

Ambassador Fick was unanimously confirmed by the Senate, has an impressive and impeccable record of leadership in both the public and private sector, and is an expert on many issue areas in the cyberspace and digital policy arenas.

I am pleased to have him here. He’s going to have some remarks for you, and then we’ll take a few questions, before he has to continue on with some meetings throughout the day. So Ambassador Fick, please. The floor is yours.

AMBASSADOR FICK: Thank you. Hi, everybody. I don’t know if you keep it like this in here to keep you brief or keep me brief, but it may have that effect. I hope we all have our flu shots. (Laughter.)

My name’s Nate Fick. I’m the new ambassador-at-large leading the Bureau for Cyberspace and Digital Policy. And as you heard, it is – this is my first week in the building. So I will play the new guy card shamelessly.

The – I couldn’t be more excited about this opportunity to lead State’s newest bureau, to lead an organization focused on integrating and elevating the United States approach to technology diplomacy with our partners and allies, and to uphold a vision for how we can all use technology to enrich our lives and uphold democratic values.

Virgin Media O2, NEC and Rakuten Symphony drive multi-vendor Open RAN innovation in the UK: Press Releases


London/Tokyo, August 30th, 2022new windowVirgin Media O2, NEC Corporation (NEC; TSE: 6701) and Rakuten Symphony have announced their joint multi-vendor Open RAN deployment is entering the field phase, commencing with the activation of the first live sites in Virgin Media O2’s commercial network. This successful multi-vendor Open RAN system deployment on macro-sites in the UK is notable for being in a brownfield network and baselined on the existing Telco Cloud supply chain to maximise future synergies. Based in the Northamptonshire region, the system highlights the mobile operator, NEC and Rakuten Symphony’s commitment to driving Open RAN innovation in the mobile industry.

Following a successful Open RAN lab trial on Virgin Media O2’s network with NEC, Rakuten Symphony and ecosystem partners last year, the field deployment is now operational to handle commercial traffic. NEC’s world-class system integration capabilities and fully open end-to-end solution, combined with Rakuten Symphony’s Open RAN software, edge cloud, and radio management and operations system, ensured the activation of the UK macro-sites while delivering vendor diversity and innovation.

These first live Open RAN macro-sites in Virgin Media O2’s network are possible after extensive testing at NEC and Rakuten Symphony’s labs in India and NEC’s Global Open RAN Centre of Excellence lab in Ruislip, London. The facility, equipped with state-of-the-art testing equipment, follows NEC’s design quality assurance process so that multi-vendor solutions can be efficiently integrated, tested, and validated before any field deployment.

The Virgin Media O2 Open RAN deployment aligns with the UK government’s efforts to diversify future telecom supply chains, recognising Open RAN’s importance in safeguarding security, resilience, innovation, and competition in critical national infrastructure.

A hacker group from the Technion in Haifa has successfully broken into Siemens’ Simatic S7 series open controller. Siemens is believed to have the highest security standards in the industry.

Researchers in the Henry and Marilyn Taub Faculty of Computer Science at the Technion – Israel Institute of Technology were set to present their decryption of Siemen’s programmable logic controller (PLC) firmware on Wednesday at the prestigious Black Hat Hacker Convention in Las Vegas.

The findings of the study were forwarded to the company.

The group succeeded in hacking the ET200 SP Open Controller, CPU 1515sp, of Siemens’ Simatic S7 series, which represents a new concept in controller planning among numerous vendors.

The concept is based on the integration of a standard operating system. In this case specifically, the Windows 10 operating system was integrated into the CPU 1515sp.

These controllers are used in a variety of civil and military applications, including transportation system, factories, power stations, smart buildings, traffic lights, and others. Their purpose is to provide an automated process control that delivers an optimal, fast response to changing environmental conditions.

Attacks against PLCs have posed a challenge for Siemens, which is considered a vendor that meets the highest of security standards in the industry.

The S7 PLC series is perceived as innovative and highly secure, largely thanks to the integration of built-in cryptographic mechanisms, and consequently, attacks against it pose a great challenge.

The Technion researchers attacked the CPU 1515sp and, for the first time, decrypted the firmware which is common to all PLCs in the series.

The successful attack enabled the researchers to study the software characteristics. They say the attack exposed possible vulnerabilities in this PLC, as well as in other controllers in the series, and intensifies the need for improved security of these devices.
