Every time I log onto my computer, the Windows Security Center pops up saying my firewall is turned off?

I have Windows Vista and every time I log onto my computer the Windows Security Center pops up saying my firewall is turned off and I have to manually turn it on every single time. Also, the Windows Defender does the same thing and when I try to manually turn it back it, it somehow goes off again within a short period of time or it just doesn’t turn on at all. Can anyone help me out please?

Internet Security Tool keeps opening saying I have viruses & I have to buy their package. How can I stop this?

I tries to open an internet page and ever since, Security Tool keeps popping up. When I click the red buttons (saying continue unprotected), it just keeps popping up and directs me to the page to purchase the security program. Is my computer buggared or is this program a scam?
