Ransomware Payments Become an Even Riskier Choice Amidst the Ever-Growing Sanctions List | Faegre Drinker Biddle & Reath LLP


In February 2022, Executive Order 14024 highlighted that Russia’s invasion of Ukraine threatened not only Ukraine but also the national security and foreign policy of the United States. Pursuant to this executive order, and in the face of national security concerns, the U.S. Department of Treasury’s Office of Foreign Assets Control (OFAC) has instituted extensive sanctions, including both economic and trade sanctions. Also, in response to the national security concerns, the Cybersecurity and Infrastructure Security Agency (CISA) issued a Shields Up notice, urging companies to bolster their cybersecurity to protect themselves against the threat of a cyberattack.

As the conflict between Russia and Ukraine continues, the threat of a cyberattack, specifically ransomware and NotPetya-style attacks, remains top of mind. However, as entities continue to bolster their cybersecurity and protect themselves against these attacks, they should be cognizant of the implications that OFAC sanctions may have in connection with such an attack.

All U.S. persons must comply with the sanctions against Russia. U.S. persons are defined as U.S. citizens and permanent residents regardless of location, as well as all persons and entities who are in the U.S. and all entities incorporated in the U.S. and any of their foreign branches.

This analysis becomes complicated during ransomware attacks. When an entity is the victim of a ransomware attack, they typically have to make a decision about whether to pay the attacker a ransom in order to retrieve their data or to get a key to unencrypt their data. Ransom payments — including payments with cryptocurrency or payments facilitated through third parties — to sanctioned persons or entities are in violation of the OFAC regulations. In light of the Russia-Ukraine conflict, the number of sanctioned individuals and entities has increased dramatically, making it more difficult to ensure that an entity requesting a ransom payment is not subject to sanctions.

Air Force adds more jobs to initial enlistment bonus list > Air Force Recruiting Service > Features



The Air Force added more opportunities for future Airmen to receive bonuses upon entering active duty in fiscal 2022.


Seven maintenance-related skills, each with four or six-year contracts, were added to the FY22 Initial Enlistment Bonus program July 11, 2022. Bonuses will be offered through Sept. 30, 2022.


This brings the total number of Air Force Specialty bonuses to 22.


“Our Air Force value proposition is about far more than pay or compensation. It’s primarily about opportunity, and joining a community with an unmatched sense of purpose. But in a highly-competitive labor market enlistment incentives can help ensure we get the additional Airmen required to fill our ranks and serve the nation. Today, that job market is at record-high levels of competition and it’s a battle for talent,” said Maj. Gen. Ed Thomas, Air Force Recruiting Service commander.


Another incentive that may help recruiters fill short-notice gaps is a quick-ship bonus which began in April. Quick Ship is when an already fully-qualified applicant fills a short-notice Basic Military Training vacancy, and ships within five days or less.


More than 179 bonuses have been paid to new recruits who entered active duty within a few days of signing their contract. Any member who enters active duty with one of the quick-ship career fields may be eligible to receive an $8,000 bonus.


Special Warfare recruits are eligible for up to $50,000 upon entering active duty.


Certain cyber career fields have bonus pay amounts that are based on an applicant’s highest level of certification, giving the applicant an opportunity to receive up to $20,000.


Recruiting incentives give recruiters additional support and tools to use as they press through all the challenges associated with reaching the Air Force’s FY22 accessions goals. Those challenges include a low youth inclination to join, a national labor shortage and the aggregate effects of recruiting with reduced face to face contact since the outbreak of COVID-19 in 2020.

Android 13 Device List: One UI 5, OxygenOS 13, MIUI 13.5/14, Realme UI 4.0, ColorOS 13


Android 13 is a start that everyone is looking at, and Google has prepared Android 13 recipes for a wide variety of Android smartphone makers including Samsung, Xiaomi, OnePlus, and more with a huge supported device list. Android 13 is promising and so does its new features.

According to Google, Android 13 brings you to brand new user interface changes including the copy and past UI. Aside from the traditional text management options, this new addition confirms that the content has been successfully copied and will let you preview the content right on the spot.

Now let’s talk about the themed app icons, an advanced version of last year’s Dynamic theme feature powered by the Material You Android design library. This new feature will allow you to add a tint color combination to the app based on your current dynamic theme color palette, which is cool and changes the entire user interface in a new way.

Not only the user interface but the Android 13 lays a foundation of better privacy and security control options such as categorized storage permission – one for photos and videos and the other for music and audio. This approach further strengthens the user control over the privacy section.

There are other new Android 13 features specially tailored for intelligent user experience such as smart media control, separate app language support, and better UI support for big-screen devices and there’s a lot more to explore on this upcoming Android version.

Android 13 is currently under beta testing on different Android device makers and some of them including Pixel, Lenovo, Asus, Nokia, OnePlus, Oppo, Realme, Vivo, Xiaomi, and others have already started the beta program for their corresponding supported list of devices. Samsung too has been found testing the Android 13 internally.

Since these phone makers are all relied on the Android version, they will also be adopting these useful Android 13 features onboard on their customized software skins such as One UI 5.0, OxygenOS 13, Realme UI 4.0, ColorOS 13, MIUI 13.5 or subsequent, Funtouch OS 13, and others.
