GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

CONTEXT AND GENERAL OBJECTIVE OF THE POST

To provide practical technical support to (para)medical activity managers and other relevant functions in MSF missions in his/her area of expertise and to contribute to capacity building of field staff through the application and transfer of medical-technical know-how according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

RESPONSIBILITIES AND MAIN TASKS

In collaboration with the Medical Coordinator and under the supervision of the HQ referent provide practical support in the applicable health care area to activity managers in accordance with Terms of Reference agreed for each assignment, normally comprising the following responsibilities:

Windows 8.1 displays full-screen warning as it nears its last day of support

Don’t say they didn’t warn you.

Turn on a PC running Microsoft Windows 8.1 and you’re likely to be greeted with a full-screen message warning that the operating system will no longer be supported after 10 January 2023, and – critically – will no longer be receiving any security updates.

Microsoft sneaked into the latest update rolled out to Windows 8.1 users this week a program (EOSnotify.exe) that displayed the end-of-support notification.

This version of Windows is nearing the end of support.

January 10, 2023 is the last day Microsoft will offer security updates and technical support for PCs that run Windows 8.1. We are reaching out now to thank you for your loyalty and help you prepare for what’s next.

If you click on the “Learn more” button you will be taken to an advice on Microsoft’s website that recommends “moving to a new PC that can run Windows 11.”

Helpfully Microsoft then provides a wizard that can help you choose a new PC.

After the hard sell, however, comes the most important message of all – which is hidden away in the FAQ:

After January 10, 2023, computers running Windows 8.1 will still function, but Microsoft will no longer provide the following:

* Technical support of any issue
* Software updates
* Security updates or fixes

While you could continue to use a PC running Windows 8.1, without continued software and security updates, your PC will be at greater risk for viruses and malware. We recommend upgrading to a version of Windows that is still supported. A new device that can run Windows 11 makes for an easy transition and a great experience.

It’s your choice whether you want to upgrade to a newer version of Windows (or indeed buy a new computer if your existing PC might struggle to run it), and other non-Microsoft operating systems are available of course.

But Microsoft is correct in saying that you will be putting yourself at risk if you continue to run an operating system that is no longer receiving software fixes and security patches.

IAEA Initiative Sets Ambitious Goals to Support the Safe and Secure Deployment of SMRs


The goal of the industry track is to develop more standardized industrial approaches for SMR manufacturing, construction and operations that can reduce licensing timelines, costs and, ultimately, the time to deploy SMRs. The SMR business model is often based on serial production, which means that after the deployment of the first-of-a-kind reactor, cost and time savings materialize under a standardized approach. The industry track focused on four objectives: harmonization of high-level user requirements, information sharing on national standards and codes, experiments and validation of simulation computer codes to model SMRs and accelerating the implementation of a nuclear infrastructure for SMRs.

“User requirements are based on the utilities’ needs and must be consistent with IAEA safety standards,” said Aline des Cloizeaux, Director of the Division of Nuclear Power at the IAEA and chair of the industry track. “There is a general agreement on the need for technology neutral utility requirements, as this will help standardize user specifications and help technology developers to align with the market.” She also stated the need to consider non-electrical applications and non-traditional end users when defining industry standards.

Codes and standards are requirements and rules for the design, construction and operation of structures, systems and components, and they are issued by national and global organizations, such as the International Organization for Standardization (ISO). The challenge with harmonizing codes and standards is that each country may have different requirements. For codes and standards that apply to SMRs, equivalencies among existing requirements will be identified, and the NHSI will collect and share information through a platform that will expand to advanced manufacturing standards and customization for SMRs. Furthermore, the NHSI proposed resource sharing among experimental facilities, technology holders and technical support organizations (TSOs) to validate simulation computer codes to model SMRs, which are used to support the design and safety analysis that regulators review to grant licenses.
